We have no filler frames to compensate for the times when the animation isn't changing, and the PC must draw each frame on the fly. Video games are a completely different animal. Typically games that are forced to run that rate look ten times more terrible than a process-heavy game just pushing 30 frames because of hardware limitations. HLD's biggest caveat, as with most games locked at that framerate, is the camera and it's jittering movement from point to point. And not really 30fps in and of it self but internal vs external rendering (what the game samples vs what it shows you).
